In this article, we list down the documents required for registration of Producers (Manufacturers/ Importers) with Central Pollution Control Board (CPCB) under Battery Waste (Management) Rules, 2022.

1. Battery Waste (Management) Rules, 2022


Battery Waste (Management) Rules, 2022 were notified by the Ministry of Environment, Forest, and Climate Change (MoEFCC) on 22nd August, 2022.

Key points of these Rules are as follows:

• Mandates the producer/manufacturer/importer to register through the online portal of CPCB as Producer in Form 1(A). The certificate of registration shall be issued by CPCB in Form 1(B).

• Introduces EPR obligations to the producers/manufacturers/importers to ensure ‘Environmentally Sound Management’ of batteries.

• Prohibits producers/manufacturers/importers from disposing waste batteries in landfills & incinerators and instead, they are obliged to recycle the waste batteries.

• Provides EPR targets which a producer/manufacturer/importer has to meet in order to fulfill its obligations.

2. Who are Producers (Manufacturers/ Importers)?


Battery Waste (Management) Rules, 2022 define Producers and Manufacturers as follows;

a) Producer –

Any person or entity who engages in;

• Manufacture and sale of Battery including refurbished Battery, including in equipment, under its own brand;


• Sale of Battery including refurbished Battery, including in equipment, under its own brand produced by other manufacturers or suppliers;


• Import of Battery as well as equipment containing Battery

b) Manufacturer –

An entity/company as defined in the Companies Act, 2013 or a factory as in the Factories Act, 1948, which has facilities for manufacturing of Battery and/or its components

a) Step 1 – Accessing Form 1A

• The application for registration is to be submitted in Form-1A.

• The format of Form-1A could be found at page 46 of ‘Battery Waste Management Rules,2022’ at CPCB website – CLICK HERE

b) Step 2 – Filling of Form-1A

Application in Form-1A can be filled with the help of section 3 under “Instruction Sheet”.
