Requirements for Registration of Recyclers – E-Waste (Management) Rules, 2022

In this article, we list down the documents required for registration of Recyclers with CPCB under E-Waste (Management) Rules, 2022.

1. Who are Recyclers?

 

E-Waste (Management) Rules, 2022 define Recyclers as follows:

“Any person or entity who is engaged in recycling and reprocessing of waste electrical and electronic equipment or assemblies or their components or their parts for recovery of precious, semi-precious metals including rare earth elements and other useful recoverable materials to strengthened the secondary sourced materials and having facilities as elaborated in the guidelines of the Central Pollution Control Board made in this regard.”

3. Verification of Application & Processing Time

 

• CPCB will take 30 working days to grant registration to the recycler after evaluating the information submitted by the recycler.

• Recycler’s registration will be granted in the form of a digital certificate.

• CPCB shall conduct verification of the recycling facility within 3 months after registration of the recycler. This verification shall be either physical or through video conferencing mode. All the information provided by the applicant recycler will be checked in this verification.

• The registration will be suspended in case the data provided by the recycler doesn’t get confirmed in the verification conducted by CPCB.

4. Fee

 

A recycler has to pay registration fees of Rs.15,000 (Rs fifteen thousand) for the first time registration and its validity shall be for five (5) years from the date of issue of the registration certificate. For renewal of the registration certificate, the fees payable shall be Rs. 7500 + Rs. 0.625/MT of quantity of EPR certificate transaction in the preceding 5 years.
